Job Title: Junior HSQE Officer

Reports to: Senior HSQE Manager
Location:  Northwest of Ireland

Role:

To assist the HSQE team in implementing and maintaining HSQE management systems to ensure compliance with health, safety, quality, and environmental regulations and standards. The Junior HSQE Officer will assist in the development, implementation, and maintenance of HSQE policies, procedures, and programs to promote a safe, healthy, and environmentally responsible workplace.

Key Responsibilities:

  1. Health and Safety Compliance:
    • Assist in the preparation, review, and updating of safety policies, procedures, undertake and review risk assessments.
    • Conduct regular site inspections and safety audits to ensure compliance with relevant regulations (e.g., HSA, ISO standards).
    • Support accident and incident investigations, including root cause analysis, and prepare reports with recommendations for preventive measures. Follow up on any actions to close out.
  • Support the implementation of health and safety management systems.
  • Monitor and report on health and safety performance metrics.
    • Ensure personal protective equipment (PPE) is used correctly and available when needed.
  1. Quality Management:
    • Assist in maintaining, updating and improving the company’s quality management system (QMS) to meet ISO 9001 standards.
    • Conduct internal quality audits and report findings to the HSQE Manager.
    • Ensure that quality control procedures are followed and assist in resolving any quality issues and implementing corrective actions.
    • Participate in continuous improvement initiatives to enhance product and service quality.

 

  1. Environmental Management:
  • Support the implementation and maintenance of environmental management systems (EMS) in line with ISO 14001 standards.
    • Assist with the implementation of environmental policies and ensure compliance with ISO 14001 standards and regulations.
    • Conduct environmental audits and inspections, ensuring that the company minimizes its environmental impact.
  • Monitor environmental performance and report on key indicators.
  1. Training and Communication:
    • Support the development and delivery of HSQE training programs for staff and contractors.
    • Communicate HSQE policies, changes in legislation, and updates to the team through meetings, emails, and noticeboards.
    • Ensure that records of staff training, certifications, and audits are maintained.
    • Deliver training sessions and Toolbox Talks on HSQE matters as required
  • Foster a culture of safety, quality, and environmental responsibility within the organization.
  1. Documentation and Record Keeping:
    • Maintain accurate records of accidents, incidents, inspections, and audits.
    • Prepare and present reports for senior management and external regulatory bodies.
    • Keep all HSQE documentation up to date, including safety data sheets, risk assessments, and environmental impact records.
  • Assist in the development and review of HSQE policies, procedures, and documentation.
  1. Support and Continuous Improvement:
    • Work with the HSQE Manager to identify opportunities for improvement in health, safety, quality, and environmental practices.
    • Participate in initiatives aimed at fostering a culture of safety and environmental responsibility within the organization.
    • Assist in developing corrective and preventive actions and track the implementation of these measures.

Required Skills and Qualifications:

  • Education: A relevant degree or diploma in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
  • Certifications: Basic certifications like IOSH (Institution of Occupational Safety and Health), NEBOSH General Certificate, or equivalent are an advantage.
  • Experience: 1-2 years of experience in a similar role or internships in HSQE areas.
  • Knowledge: Familiarity with ISO 9001 (Quality), ISO 14001 (Environmental), and OHAS 18001/ISO 45001 (Occupational Health and Safety) standards.
  • Skills:
  • Strong organizational skills, attention to detail, excellent communication abilities, and proficiency in Microsoft Office.
