The SHEQ Manager will be responsible for leading, implementing, and overseeing the Safety, Health, Environment, and Quality (SHEQ) management systems across the operation and maintenance of wastewater treatment plants, as well as Repairs and Maintenance Frameworks and Electrical Panel Inspection Frameworks.

This role involves driving a culture of continuous improvement, ensuring compliance with legal, regulatory, and contractual obligations, and maintaining the highest standards in health, safety, environmental protection, and quality. The SHEQ Manager will manage a the SHEQ team and work closely with multi-disciplinary teams across the site operations to ensure the safe, efficient, and compliant undertaking of any work in line with occupational health and safety legislation and implement and monitor safe working practices and procedures for the staff.

The SHEQ Manager will lead and manage the SHEQ team while providing guidance and training to the wider team to ensure compliance with SHEQ requirements.

 

Responsibilities:

  1. Maintain Management Systems
    • Maintain and enhance the SHEQ management systems in line with industry standards (ISO 45001, ISO 14001, ISO 9001).
    • Ensure 100% Geopal usage across the workforce is maintained
    • Continue to update company SHEQ policies and procedures to ensure continuous improvement in safety, health, environmental protection, and quality performance.
  2. RAMS/Audits/Investigations
  • Ensure full compliance with completion of RAMS prior to any works being undertaken.
  • Conduct Risk Assessments and Method Statements as required and review RAMS prepared by colleagues as required.
  • Undertake regular unannounced site safety audits and ensure any actions arising are closed out.
  • Manage internal and external audits for compliance with relevant quality management systems.
  • Undertake any accident/incident investigations as required
  • Review and analyse safety data to identify trends and recommend preventative measures. It is imperative to oversee quality control and quality assurance procedures for wastewater treatment operations, repair, maintenance, and inspection frameworks.

 

  1. Training and Documentation
  • Ensure all staff training is updated properly and records are maintained to ensure staff undertaking any works are appropriately trained qualified and certified to undertake such relevant works.
  • Implement SHEQ training programs relevant for employees at all levels to raise safety awareness and H&S requirements and compliance
  • Ensure that all employees, contractors, and partners are aware of and comply with SHEQ requirements.
  • Ensure all necessary documentation from Contractors has been received and checked prior to any works commencing.
  • The SHEQ Manager will ensure adherence to all relevant legislation, codes of practice, and industry standards. They Lead investigations into any safety, environmental, or quality-related incidents, ensuring root cause analysis is conducted and corrective actions are implemented. They will oversee the emergency response plans for wastewater treatment plants and ensure the team is trained and equipped to handle emergencies effectively.
  1. Reporting
    • Provide weekly reports to the Directors in an agreed format
    • Participate in meetings with Irish Water as required.
    • Provide the relevant site safety reports to Plant Managers to enable them to present safety updates to Irish Water during the regular plant review meetings.

 

  1. ATEX

ATEX knowledge is an advantage for this role but full training will be provided. During your first year, you will be enrolled in CompEX training courses provided by external partners to achieve a high level of competency in this area.  These courses will develop an in-depth knowledge and understanding of ATEX regulations for equipment and work environments, how to assess and mitigate risks, ensuring the correct implementation of ATEX-approved equipment, proper maintenance procedures, and ensuring the workforce is trained in ATEX safety protocols.

 

 

Qualifications:

  1. Education:
    • A degree in safety, engineering or a related field.
  • Minimum 5-7 years of experience in SHEQ management within wastewater treatment, utilities, or a similar industry.
  1. Experience:
  • Experience managing multi-disciplinary teams, preferably within an operational and maintenance setting.
    • Prior experience in a compliance management role, ideally within a wastewater treatment, industrial or manufacturing environment.
  • Proven ability to lead safety, health, environment, and quality initiatives with a focus on continuous improvement.
  • Additional knowledge, certification or training in ATEX regulations or hazardous environments is a plus but not essential as full training will be provided in year 1.

 

  1. Knowledge:
  • Strong knowledge of relevant Health & Safety legislation.
  • In-depth knowledge of ISO 9001, 14001, 45001 standards and other relevant industry standards.
  • Strong knowledge of environmental regulations and wastewater treatment processes.
    • Knowledge of ATEX regulations and standards is an advantage but full training will be provided.
    • An understanding of HAC’s, EPD, FLIDS, HAZOP is an advantage but training will be provided.
  1. Skills:
    • Strong analytical skills to assess risks and develop appropriate compliance measures.
    • Excellent communication and interpersonal skills to train employees and collaborate with multiple departments.
    • Attention to detail for thorough documentation and reporting.
